On April 16, Kevin T. Duffy, attorney at law with the Duffy Law Office in Thief River Falls, sent a letter to Karen Foss, Roseau County Attorney, which stated the following:

As you recall, I represented Roger Falk with respect to his criminal charges in Roseau County several months ago.
