The military budget for 2019 is 716 Billion. This money is at the prerogative of all five branches of the Armed Forces.

President Trump could ask the Armed Forces to yield .007 of one percent of the 2019 military budget. This would provide the 5 billion needed to stop the insurgency from around the world entering our southern border.
