On Monday afternoon, Beth Carlson, the Roseau City Clerk/Treasurer, sounded confident.

She was upstairs in her office in the Roseau City Center and had all of her ducks in a row for what would transpire downstairs on Primary Day.

"Mary Foley is the head judge. She actually runs the election part of it," she said, adding that the primaries are usually pretty slow.

Still, Tuesday's Primary Election has to run like clockwork.

"Mary assigns the positions so the more experienced ones are at the registration table and the roster table," said Carlson, explaining that some of the work...
