Mayor Ken Castner, who originally hails from Portland, Maine, should be noted for returning phone calls.

"We moved here in May '73," he said, adding that he might have been a character even back then.

"Yeah, the people that were running the city would roll over in their graves if they knew I was mayor."

He wouldn't describe himself as a hell-raiser back then.

"I was a guy who grew up in the Sixties. I'm 68 now," said Mayor Castner.
