God answers prayer. This is Jesus' view on the matter and Jesus has a room with a picture window on the top floor of the Kingdom of God where He can constantly observe His Father's work. Therefore Luke concludes, on the basis of Jesus' view on prayer, that God's people "should always pray and not give up." (Luke 18:1).
