On a recent weekday afternoon, Jeff Peterson stepped into the elevator in Roseau's newest apartment complex and gave a nod to the LED lighting.

"This is an environmentally friendly building," he said with a smile.

Mr. Peterson is a vice president for Sand Property Management, which built, owns and manages Tamarack Place Apartments in Roseau.
