    The $2.1 million project will elevate the plant, said director of operations, Nathan Hanson. The City of Roseau also will contribute to the infrastructure. "We're competing in a tight labor market, and this addition will help us stand out and get ahead," Hanson said. An internal remodel and the outside construction has begun, Hanson said.
