A week ago Thursday, the crew at ODC - the Occupational Development Center - was front and center in celebrating its 29th birthday in Roseau. They began operation in 1988.

"We had a nice turnout of about 40 people," said Mary Hoffer, the division coordinator in Roseau.

"They're not called employees. We call them consumers," she said about the 30 individuals who work on-site or out in the community.

All of them have some sort of disability.

"It can be as simple as a bad back that doesn't allow them to work regular hours," she said.

Or, it can be a mental illness or even a medical diagnosis like...
